Check coordinates distance and bearing

There are three different cases of found issues with Distance and Bearing

1. migrated data that may not have FromPointGUID set
2. upgraded data from version 5 that will not have user_entered coordinates
3. a few cases where one point of a polygon where missing FromPointGUID and/or user_entered coordinates

NAA has found all three cases in Sri Lanka.

Case 2 First run this query to see if there is any coordinates that use Distance and bearing and do not have user_entered coordinates.
