Sortorder enum

When a single- or multi-select system field is dragged into a DEF template the order of the options that the countries would like to have a normally:
- alphabetic
- chronologic / logical
The preferred order is often to have real options in alphabetic order and the options Other, Unknown and Not Specified in the end of the list.
But when the country starts to add their own options then the order in the DEF template is not automatically updated and the countries have to spend a lot of time to edit the templates.

If the widget type is combobox then there is a risk that users will no see / find the option that would like to use because the dropdown list appear to be in alphabetic order and what they should choose is in the end of the dropdown list in a random order.
The order is not really random. It is the field seqno in table imsmaenum that controls the order. Unfortunately
- not all system options have seqno populated in the initial database
- seqno is not populated when you add a value in the DIM and
- it is not possible to update seqno via the DIM.
Afghanistan and Sudan have all the enumeration categories updated in alphabetic order with Other, Unknown and Not Specified in the end of each category.
