Although the permissions assigned to the default roles

can be changed, be careful not to remove the User Admin or Role Admin permissions from the Operations role without first having those permissions assigned to another role. If the User Admin or Role Admin permissions are not assigned to a role, it will not be possible to add, change, or remove IMSMA users and roles.
