Duplicate enumvalues cause import problems, see [[Duplicate Enumvalue]]. The upgrade scripts will create some duplicates so it is important to know if there were duplicates in 5.08.04 too ([[Duplicate Enumvalue SQL|query]]).

The upgrade scripts will wrongly change enumvalues to Inactive and therefore the current values must be documented ( query) e.g. if the country has decided that enumvalue ''OutOfRange'' in enumcategory ''Priority'' should be inactive, the upgrade script will set it to active.
